Is this theft? I can't approve of stealing but at the same time think that people who live along this part of the coast have scavenging from wrecks in their blood and can't help themselves. Just like the smugglers of Westling in Monica Edwards' books.

People from the scrag-end of Exeter generally do have something in their blood, but it ain't smuggling.

Don't worry, I do think it's theft. The problem is people's strange idea that like you, they wouldn't pick up someone's wallet and keep it but that somehow taking merchandise is a victimless crime. As we now know, some of the goods being nicked are personal belongings. Imagine if you were emigrating and had all your books sent by sea, only for this to happen. Aaargh!
