A bunch of convicted criminals who were caused 'pain and suffering' when they were forced to come off drugs in jail are to receive compensation because their human rights have been infringed.
A bunch of tax payers working for West Lancashire District Council are to have their smoking breaks removed and to be banned from smoking anywhere on council property or in council owned cars. Do they have any human rights?

Bear in mind that the drugs they were forced to come off in jail were medically-prescribed drugs to deal with a serious condition. i.e. methadone, from which no jollies can be obtained. It was either a system failure in the prisons or a deliberate move to inflict pain. And there's no way to stop prison officers acting like this apart from getting the Prison Service to pay compensation.

Your second part is some sort of joke, yes?

People addicted to nicotine are just as addicted as those hooked on heroin. Indeed, some doctors consider it the worse of the two drugs. Forcing people to stop smoking seems to me to be just as bad as forcing them to come off anything else.
Although coming off heroin through cold turkey must be hell, it will not kill you, as the witholding of drugs to treat say, heart disease, might.
